ABIFER NA MÍDIA – Internacional – Brazil seeks contributions to Logistics infra plan

A public consultation on Brazil’s 15-year logistics plan to help policy-making will remain open until May 16.

“This supports the strategic vision of integrated transport planning, through the identification of needs and present and future opportunities for the supply of transport subsystems, serving as a reference for sector plans (land, port, waterway and airway),” the government said in a press release.

“Additionally, it gathers a series of data and information that contribute to specific analyses and to the constant use of planning in strategic decision-making by the federal government, state and federal district governments, municipalities, regulatory agencies, public and private companies, inserted in the national transport system,” it added.

A key point of the consultation is increased railway participation in the country’s logistics matrix, reducing the dependency on highway cargo transportation.

“There is a global demand for the reduction of carbon emissions, and the use of rail transport, replacing trucks, is an important element to meet this. Even financing for projects in the sector tends to be more friendly, since projects in the sector are eligible to obtain all kinds of instruments, including green bonds,” Vicente Abate, president of national rail equipment manufacturer association Abifer, told BNamericas.

Abifer is also participating in the consultation, according to Abate.

Currently, 67.6% of cargo is transported via highways, 21.5% via railways, 7.96% via cabotage, 1.48% via waterways, 1.42% via pipelines, and 0.06% via airways.

Under the preliminary 2035 logistics plans, the government wants to reduce the participation of highways in the matrix to 55.8% and increase railway participation to 32.8%.

MAJOR PROJECT

As part of efforts to increase the participation of railways, the government is preparing projects and concessions and plans early renewal of other contracts to encourage investments.

Latin American development bank CAF pre-selected nine consultancies, available here, to help develop a concession for the Malha Oeste railway, considered key to improving regional integration. The groups now may submit technical and economic offers to compete for the study contract.

CAF will finance private consultancies that conduct studies, and, collaborating with the government, will provide expertise in infrastructure and financing, according to the investment partnerships program (PPI).

The government is planning to publish the notice and launch the auction in the first half of 2023.

The 1,973km Malha Oeste, currently operated by local logistics company Rumo, runs through São Paulo and Mato Grosso do Sul states.
